The short answer
Buying land does not make you a resident. Costa Rica has an investor category that real estate can qualify for. The minimum was US$150,000 under an incentive law that ran until 14 July 2026, and the amount that applies after that date should be confirmed with immigration before you buy.
- Minimum investment
- US$150,000
- Under the 2021 incentive, through 14 July 2026 — confirm the current figure
- First permit
- 2 years
- Temporary residency, renewable
- Permanent residency
- After 3 years
- Of continuous temporary residency
The investor category
The inversionista category gives temporary residency to a foreigner who invests in Costa Rica, including in real estate. It is one of several routes; others are based on a pension or on guaranteed income.
The threshold is in question
A 2021 incentive law lowered the minimum from US$200,000 to US$150,000. That incentive was set to run until 14 July 2026, with the figure expected to return to US$200,000 afterwards. Published guidance since then has not been consistent.
If residency is part of your reason for buying, get the current amount in writing from the immigration authority or a Costa Rican immigration attorney before you commit.
Conditions on the property
Whatever the amount, the same conditions tend to apply:
- The property is titled in your personal name, not a company's
- Its registered value meets the threshold, not just the price you paid
- It is free of mortgages
- You keep the investment for as long as you hold the residency
What this means for cheap land
A $20,000 lot will not qualify by itself. Most buyers of inexpensive land use a different route to residency, or none at all.
You do not need residency to own land, to visit it or to build on it.
The path afterwards
Investor residency starts as a two-year temporary permit that can be renewed. After three continuous years you can apply for permanent residency, and citizenship generally requires seven years of legal residency.
Questions buyers ask
No. Ownership and residency are separate. Land only helps if it meets the investor category's minimum value and conditions.
